   § 40.1-29-2  Legislative purpose. –The purpose of the council is to advise the governor and general assembly onpolicies, goals and operations of the behavioral health program, including theprogram areas of substance abuse and mental health, and on other matters thedirector of mental health, retardation, and hospitals refers to it and toencourage public understanding and support of the behavioral health program.
