   § 40.1-3-7  Rules and regulations forEleanor Slater hospital. – The director of the department shall establish, in his or her discretion, rulesfor the government of the hospital, regulations for the admission of patients,and shall generally be vested with all the powers necessary for the propercarrying on of the work entrusted to him or her.
