   § 40-8.8-3  Purpose. – The purpose of the program for all-inclusive care for the elderly is to offeran alternative to nursing home care for frail elders. The program forall-inclusive care for the elderly is a pre-paid, capitated program of managedcare service delivery for beneficiaries who meet special eligibilityrequirements, including being eligible for nursing home placement, and whoelect to enroll. The model of care includes as core services the provision ofadult day health care and multidisciplinary team case management, through whichaccess to and allocation of all health services are coordinated.
