SECTION 41-3-1

   § 41-3-1  License required for racing.– No person, association, or corporation shall hold or conduct any meeting withinthe state where horse racing shall be permitted for any stake, purse, orreward, except such person, association, or corporation as shall be licensed bythe division of racing and athletics as provided in this chapter, and after anaffirmative vote of the qualified electors as provided in chapter 9 of thistitle.
