SECTION 41-3-8

   § 41-3-8  Licensing of owners, trainers,jockeys, and other personnel. – The division at its discretion shall license owners, trainers, jockeys,starters, exercise boys, hotwalkers, grooms, and all other stable personnel aswell as pari-mutuel employees, concessioners and vendors, security personnel,licensees, employees, pari-mutuel totalizator companies and its employees, andall employees of race track management.
