   § 41-5-22  Rules and regulations. –The division of racing and athetics may make such rules and regulations for theadministration and enforcement of this chapter as it may deem necessary. Therules and regulations may provide for and regulate the granting of a specialpermit for exhibitions where no decision is to be rendered and where a skilledboxer or boxers merely demonstrate the science of boxing.
