   § 42-17.6-2  Authority of director toassess penalty. – The director may assess an administrative penalty on a person who fails tocomply with any provision of any rule, regulation, order, permit, license, orapproval issued or adopted by the director, or of any law which the directorhas the authority or responsibility to enforce. Any such penalty shall be analternative to any other civil penalty that may be prescribed by law.
