SECTION 42-20-1

   § 42-20-1  Effect of omission of citations.– The omission in this title of a citation of any general law or public law nowin force which make it mandatory upon or permissive for any department,division, or other agency of the state to perform certain functions which bythis title are assigned or transferred and placed in the hands of any otherdepartment or agency, shall not suspend or annul the right of any department oragency created by this title to carry out those functions where the obviousintent was so to do.
