SECTION 42-20-14
§ 42-20-14 Liberal construction. –This title shall be construed liberally in aid of its declared purpose, whichpurpose is the coordination of the functions of the several departments,divisions, and other administrative agencies of the state, and the allocationof these functions to the departments and agencies established by this title.
