   § 42-34-18  Appropriations. – For the purpose of establishing the mortgage insurance fund and carrying outthe intent of this chapter and the provisions thereof, the general assemblyannually shall appropriate out of any money in the treasury not otherwiseappropriated, such sums as it may deem necessary not to exceed the sum of onehundred thousand dollars ($100,000) each year. Any unexpended balance of any orall such appropriations shall be carried forward to succeeding fiscal years forthe purposes aforesaid. The state controller is hereby authorized and directedto draw his or her orders upon the general treasurer for the payment of thesums or so much thereof as shall be required from time to time upon receipt byhim or her of vouchers approved by the authority.
