SECTION 42-44.1-4

   § 42-44.1-4  Administration of the program.– The department of environmental management shall:

   (1) Develop the criteria by rule and regulation necessary fordefining eligible projects and recipients;

   (2) Prepare and adopt rules regulating loan generation,disbursement, payback period, and mortgage covenants; and

   (3) Establish procedures consistent with the purposes of thischapter.
