   § 42-72-20  Transfer determinations. –(a) The director of administration, with the approval of the governor, shallmake the conclusive determination of the number of positions, personnel,property, records, and appropriation balances, allocations and other funds ofthe department of human services, department of corrections, department ofmental health, retardation, and hospitals, and department of community affairsto be transferred to the department of children, youth, and families inconnection with the functions transferred by the provisions of this chapter.

   (b) Any further measures and dispositions that the directorof administration, with the approval of the governor, deems necessary in orderto effectuate the transfer of functions provided in this chapter shall becarried out as the director may direct and by the agencies the directordesignates.
