SECTION 44-35-10

   § 44-35-10  Balanced municipal budgets.– The operating budgets for all cities and towns shall provide for totalappropriations which do not exceed total estimated receipts, taking intoaccount any general fund surplus or deficit estimated to be carried over fromthe current fiscal year. The funding of accumulated deficits shall beconsistent with the provisions of § 45-12-22.
