§ 44-51-12 Rules and regulations. –The tax administrator shall make and promulgate rules, regulations, andprocedures not inconsistent with state law and fiscal procedures as he or shedeems necessary for the proper administration of this chapter and to carry outthe provisions, policy, and purposes of this chapter.
