SECTION 45-12-27

   § 45-12-27  Conflict between bondreferendum provisions and bond expenditure provisions. – Notwithstanding the provisions of any general or special law with respect tothe issuance of bonds or the expenditure of money by a city or town whichprovided that it became effective only upon approval by the majority ofelectors voting on these provisions, wherever the provision relating to theexpenditure of the proceeds derived from the sale of the bonds is in conflictwith the provision relating to the submission of the general or special law tothe electors of the city or town, the provision relating to the submission ofthe general or special law to the electors of the city or town shall prevail,and the proceeds derived from the sale of the bonds may be expended for thepurposes set forth in the provision relating to the submission of the generalor special law to the electors of the city or town.
