SECTION 45-12-3

   § 45-12-3  Statements to accompany bills togeneral assembly to authorize indebtedness. – Whenever any bill is presented to either house of the general assembly toauthorize any city or town to issue bonds or other indebtedness, every suchbill shall be accompanied by a resolution or ordinance of the city or towncouncil to the general assembly stating the purpose for which the proceeds fromthe sale of the bonds or other indebtedness are to be used.
