SECTION 45-12-4.5

   § 45-12-4.5  Relationship to charters.– Any city or town is authorized to issue debt by resolution under and inaccordance with the procedures of §§ 45-12-4, 45-12-4.1, 45-12-4.2,45-12-4.3, 45-12-4.4 and 45-12-5.2 notwithstanding any provision of its charterto the contrary.
