SECTION 45-18-3
§ 45-18-3 Special laws authorizingappropriations. – Nothing contained in this chapter shall be construed to confer the power ofappropriating funds for the purpose previously mentioned upon any city or townwhere specific authority for a similar purpose has been otherwise given by law.
