   § 45-22.3-6  Decisions of the board. –(a) The board has the power to approve, disapprove, or modify the decision ofthe director. In issuing a decision, the board has all the power that thedirector had in issuing the initial decision, including the power to attachconditions and restrictions.

   (b) All decisions of the board shall contain a statement ofthe reason for the decision.

   (c) Parties to the proceeding shall be given written noticeof the board's decision, and the board shall enter proof of performance of itsduty in the record of the case.
