   § 45-23-39  General provisions – Majorland development and major subdivision review stages. – (a) Major plan review is required of all applications for land development andsubdivision approval subject to this chapter, unless classified as anadministrative subdivision or as a minor land development or a minorsubdivision.

   (b) Major plan review consists of three stages of review,master plan, preliminary plan and final plan, following the pre-applicationmeeting(s) specified in § 45-23-35. Also required is a publicinformational meeting and a public meeting.

   (c) The planning board may vote to combine review stages andto modify and/or waive requirements as specified in § 45-23-62. Reviewstages may be combined only after the planning board determines that allnecessary requirements have been met by the applicant.
