   § 45-23-51  Local regulations –Authority to create and administer regulations. – The city or town council shall empower, by ordinance, the planning board toadopt, modify and amend regulations and rules governing land development andsubdivision projects within that municipality and to control land developmentand subdivision projects pursuant to those regulations and rules.
