SECTION 45-31-10

   § 45-31-10  Resolution of need required foragency to function. – The agency of any community shall not transact any business or exercise anypowers under chapters 31 – 33 of this title unless and until thelegislative body of the community shall, by resolution declare at any time,that there is a need for a redevelopment agency to function in that community.
