SECTION 45-31-11

   § 45-31-11  Resolution conclusive as tocapacity of agency. – In any suit, action, or proceeding involving the validity or enforcement of, orrelating to any contract by or on behalf of an agency, the agency isconclusively deemed to be become established and authorized to transactbusiness and exercise its powers upon proof of the adoption of a resolution bythe legislative body declaring the need for the redevelopment agency tofunction.
