   § 45-31-20  Administrative appropriations.– When the agency created for any community becomes authorized to transactbusiness and exercise its powers, the legislative body of the community may atthat time, and from time to time thereafter, make an estimate of the amount ofmoney required for the administrative purposes of the agency and mayappropriate amounts to the agency as it deems necessary.
