   § 45-37.1-1  Declaration of policy. –It is declared that there is a need for the further development of industrialand recreational facilities within the state, a need to induce, encourage, andfacilitate industrial development by the expansion of railroad transportationfacilities and otherwise, and there is a need for the abatement or control ofpollution of the environment of the state, which is necessary to protect thehealth and welfare of the citizens of the state, to protect the naturalresources of the state, and to encourage the economic development of the state,to promote the expansion and diversification of recreational facilities, and aneed to confer additional powers on the Rhode Island industrial facilitiescorporation that will assure the successful completion of industrial andrecreational undertakings, initiated by that corporation, so as to serve thepublic interests of all the citizens of the state.
