SECTION 45-50-4

   § 45-50-4  Resolution conclusive as tocapacity of authority. – In any suit, action, or proceeding involving the validity or enforcement of, orrelating to any contract by or on behalf of an authority, the authority shallbe conclusively deemed to have become established and authorized to transactbusiness and exercise its powers upon proof of the adoption of a resolution bythe city or town council declaring the need for the authority to function andupon proof of the adoption of a resolution by the public finance managementboard approving the creating of the authority.
