SECTION 45-58-13

   § 45-58-13  Alteration, amendment, repealor severability. – The right to alter, amend or repeal this chapter is reserved to the state, butno such alteration, amendment or repeal shall operate to impair the obligationof any contract made by the utility district under any power conferred by thischapter. If any section, clause, provision or term of this chapter shall bedeclared unconstitutional, void, ultra vires or otherwise ineffective in wholeor in part, such determination of invalidity shall not otherwise affect thevalidity or enforceability of any other provision of this chapter.
