SECTION 46-12.5.1-3

   § 46-12.5.1-3  Prohibition against oilpollution. – (a) No person shall discharge, cause to be discharged, or permit the dischargeof oil into, or upon the waters or land of the state except by regulation or bypermit from the director.

   (b) Any person who violates any provision of this chapter orany rule or regulation or order of the director issued pursuant to this chaptershall be strictly liable to the state.
