   § 46-2-24  Prevention of encroachments.– Each city or town shall prescribe regulations designed to prevent encroachmentson the improved channels, and shall enforce the regulations, and shall takesuch means as may be necessary to prevent any encroachments upon the floodchannel and conduit capacities to be provided by the improvements.
