SECTION 46-9-4

   § 46-9-4  Piloting without license. –It shall be unlawful for any person not licensed as a pilot under this chapterto pilot or offer to pilot a vessel not exempt from the provisions of thischapter. It shall likewise be unlawful for any person on board a tug or towboatto tow a vessel not exempt from the provisions of this chapter, unless thevessel shall have on board, or be under the control of, a duly licensed statepilot.
