   § 5-37.7-2  Statement of purpose. –The purpose of this chapter is to establish safeguards and confidentialityprotections for the HIE in order to improve the quality, safety and value ofhealth care, keep confidential health information secure and confidential anduse the HIE to progress toward meeting public health goals.
