SECTION 5-5-18

   § 5-5-18  Judicial review. – (a) Any person aggrieved by a final decision or order of the local licensingauthority made after a hearing or rehearing whether or not a petition for ahearing was filed, may obtain judicial review of the decision by appeal to thesuperior court in accordance with chapter 35 of title 42.

   (b) Filing of an appeal does not stay enforcement of thedecision or order of the local licensing authority unless the stay is obtainedfrom the court upon application in accordance with the rules of court or fromthe superintendent upon any terms and conditions that he or she deems proper.
