SECTION 8-18-5
§ 8-18-5 Administration of funds. –The cities and towns and the state shall enter into an agreement which willauthorize the transfer of funds and guarantee against misuse, misdirection, andnontransference of funds owed to the appropriate jurisdiction by means of afinancial institution compact.
