1-26A-4. Pending proceedings unaffected. No rule contained in the code of administrative rules adopted by § 1-26A-2 which is the subject of an action or proceeding commenced prior to July 1, 1982, to determine whether or not such rule was validly enacted, shall be validated by this chapter.
