11-11-146. Municipal or county government certification of need and market study prerequisite to financing multifamily project. No multifamily residential housing project may be financed through the authority unless the project sponsor has submitted a market study in a format approved by the authority showing the need for the number and type of units provided therein and the need is certified by the governing body of the municipality where the units are to be located, or, if such units are located outside the boundaries of a municipality, such need is certified by the commissioners of the county in which the units are located.
