26-6-18. Department to cooperate with child welfare agencies--Assistance and advice. In order to improve standards of child care, the Department of Social Services shall cooperate with child welfare agencies, assist the staffs of agencies through advice on progressive methods and procedures of child care and improvement of the services rendered and assist in the development of community plans of child care.
