3-12A-28. Terms used in §§ 3-12A-27 to 3-12A-33. Terms used in §§ 3-12A-27 to 3-12A-33, inclusive, mean:
(1) "Carrier," an insurance company or third-party administrator who contracts with the Bureau of Personnel to provide benefits and administration under the plan provided under §§ 3-12A-27 to 3-12A-33, inclusive;
(2) "Change in family status," marriage, divorce, or death of the member, spouse, or any covered dependent; birth or adoption of a child; or a change in the employment status of the member, spouse, or any covered dependent;
(3) "Commissioner," the commissioner of the Bureau of Personnel;
(4) "Flexible dollars," the dollar credits made available to a participant under §§ 3-12A-27 to 3-12A-33, inclusive, in exchange for an equal portion of the participant's compensation;
(5) "Member," any person covered by the plan of health insurance provided under this chapter;
(6) "Participant," any member electing to participate in the flexible benefits plan;
(7) "Plan year," any year to be designated by the Bureau of Personnel in a contract with a carrier.
