32-5-59. Application for issuance of special plates. Each member of the South Dakota National Guard shall apply to the county treasurer of the county of residence for the issuance of special number plates for the motor vehicles owned by the member. The guard member, in order to receive the special plates, shall have paid the appropriate license fee for the registration of the vehicle.
