Section 33-15-29 - Contracting power of local subdivision--Obedience to mandatory constitutionalrequirements.

33-15-29. Contracting power of local subdivision--Obedience to mandatory constitutional requirements. Each political subdivision in which any disaster or emergency as described in subdivision 33-15-1(2) occurs, may enter into contracts and incur obligations necessary to combat the disaster or emergency, to protect the health and safety of persons and property, and to provide emergency assistance to the victims of such disaster or emergency without regard to time-consuming procedure and formalities prescribed by law. However, the political subdivision shall comply with mandatory constitutional requirements, pertaining to the performance of public work, entering into contracts, the incurring of obligations, the employment of temporary workers, the rental of equipment, the purchase of supplies and materials, the levying of taxes, and the appropriation and expenditures of public funds.
