34A-5-1. Areas subject to incorporation as districts. Whenever any populated area without the boundary of any municipality shall be so situated that the sewage thereof becomes, or may become, a menace to the residents of said area or to the residents of any municipality adjacent thereto, the same may be incorporated as a sanitary district under this chapter as provided therein.
