34A-6-23. Plans for municipal systems--Submission to board. All municipalities shall develop and submit to the board for approval on a specified date a plan to provide a solid waste management system and shall provide for the disposal of solid wastes generated or existing within the incorporated limits of such municipality or in the area to be served thereby without harmful effects to the inhabitants.
