38-1-16. Regulations for administration of department. The secretary of agriculture may promulgate administrative rules pursuant to chapter 1-26 concerning the administration of the department, the election of soybean council members, and the custody, use, and preservation of records, papers, books, and property pertaining to the activities of the department.
