4-7-10.6. Cement plant's transferable revenues included in budget--Recommended amount. The budget report of the Governor shall contain an estimate of the amount of revenues of the State Cement Plant which may be available for transfer to the state general fund, after the State Cement Plant Commission has paid operating expenses, provided for necessary working capital, funded necessary repairs, renewals, replacements, improvements to the State Cement Plant, other contractual obligations, and contingencies, and transferred such funds as may be required to the cement plant reserve and replacement fund. The budget report shall contain within the estimate of state revenues a recommendation stating the amount of cement plant reserves the Governor recommends for transfer to the general fund, which recommendation shall not exceed the maximum amount of cement plant funds estimated to be available by the Governor.
