40-14-11. Excessive inspection fee as misdemeanor. It is a Class 1 misdemeanor, in the absence of an express agreement with the owner, for any veterinarian to charge or collect for inspecting or testing any animal for interstate shipment or for any inspection or testing required by the laws of this state or the rules of the Animal Industry Board, any sum in excess of the charges fixed by such rules.
