46A-7A-164. Improvement district business conducted by irrigation district board and officers. An improvement district shall be governed and its business conducted by the board and officers of the district in the name of the improvement district. An improvement district may not have its own officers or employees. The board and each officer of the district shall hold all officers' rights, powers and privileges in an improvement district, its land and proceedings in relation to the improvement district as each has in the district.
