46A-7A-167. Judicial confirmation prerequisite to bond sale--Action for which board may seek confirmation. The board, before selling any bonds or, in its discretion, before entering any contract, levying any assessment, or taking any special action, shall start a special proceeding, in which the proceedings of the board and the district shall be judicially examined and approved or disapproved.
