5-17-1. Manufacture and sale of cement as public purpose. The people having adopted amendments to our State Constitution to the effect that the manufacture, distribution, and sale of cement and cement products are works of public necessity and importance in which the state may engage, it is hereby declared that the manufacture, distribution, and sale of cement and cement products are public purposes impressed with a public use and as such governmental functions subject to regulation by the state.
