5-17-13. Access road from Rapid City plant to highway. The South Dakota State Cement Plant Commission is hereby authorized to construct and maintain a thirty-two foot wide Portland cement access roadway from the South Dakota Cement Plant's south property line for a distance of fourteen hundred seventy-five lineal feet to the north line of United States highway number 14-79, which roadway affords direct access over Saint Onge Street, in the municipality of Rapid City, to the South Dakota Cement Plant.
