5-17-18. Sale or lease of surplus personal property. The State Cement Plant Commission is hereby authorized and empowered, whenever in its opinion any personal property is no longer needed in the operation of the State Cement Plant, to sell and dispose of the same, or lease the same for industrial use. Such sale or lease shall be made upon appropriate resolution of the State Cement Plant Commission.
