5-17-2.3. Functions of Cement Plant Commission--Reporting through Department of Labor. The South Dakota Cement Plant Commission shall control and manage the State Cement Plant, and for reporting purposes only, it is attached to the Department of Labor. The South Dakota Cement Plant Commission shall have all quasi-judicial, quasi-legislative, special budgetary, and statutory functions previously performed by the State Cement Commission. The South Dakota Cement Plant Commission shall perform and assume all the statutory, regulatory, and other functions of the former State Cement Commission.
